government of Uganda  set up Health centres  as a raison d’etre  to fulfil ultimate ingredient of mass- line ideology.  This is intended for all people to access Health care in shortest radius of distance.  This is because Uganda is a signatory to many International conventions that warrant Uganda to see every citizen has right to access Health care. Health staff is on front line to make sure government of Uganda fulfills this obligation and acting contrary is an overtone of being unpatriotic.
